Mario Galea - A Dishonest and Corrupt Maltese Politician

In an article published online in Lovin Malta titled “John Dalli’s 12-Point Right Of Reply To An Analysis Of His Three-Decade Affair With Alleged Corruption", as usual, Disgraced Corrupt Former EU Commissioner John Dalli resorts to lies and insults to protect his many years of corrupt practices.

However, after almost 21 years John Dalli confirms what I have been insisting on; he knew from the outset that I (Joseph Ellul Grech) was not involved in the production and sending of the anonymous letters he claimed to defame him.

From his statement it is obvious that it was he who organised the production and distribution of the letters. I have always insisted that John Dalli colluded with the police and others to frame me to cover up his involvement in the Daewoo scandal.

In the article, he states “I am informed that the anonymous letters were printed in a stationery in Mosta and were mailed in envelopes that came from the House of Representatives. I am informed that a Nationalist MP had an accident in Floriana and the police found hundreds of these letters in his car boot.”


The Nationalist MP John Dalli refers to was Mario Galea MP. He was involved in a serious car accident on St Ann's Street Floriana at 2 am. The accident was recorded on the CCTV security cameras of the USA Embassy. On
16th November 1999 while Mario Galea MP was distributing the anonymous letters I (Joseph Ellul Grech) was being held in custody at Msida police station. Unlike disgraced corrupt former EU commissioner John Dalli I did not know or have any connection to Mario Galea whatsoever.

John Dalli also confirms that the anonymous letters were printed in a Mosta stationer's shop. At the time there was only one stationer in Mosta that had the equipment to print such a high volume of photostats that totalled 60, 000. That stationer belonged to another Nationalist Party MP.

The envelopes had the recipients' names and addresses handwritten in different handwritings and postages stamps stuck on them manually. Each envelope contained three A4 sheets. This raises the question. Why was I (Joseph Ellul Grech) the only person the police and John Dalli investigated and charged?

John Dalli also confirms that the stationery used came from the House of Representatives (Parliament). The investigating police officers had confirmed this early in their investigations. This was also confirmed by articles in Maltese newspapers including the Nationalist Party newspaper In-Nazzjon on the 16 and 17 of March 2000.

For a crooked and corrupt politician like Mario Galea MP, being caught with hundreds of anonymous letters wasn't enough.


On the 16
th March 2000 he had the audacity to make a parliamentary question and ask if it was true that the opposition (Labour Party) had taken thousands of sheets of paper without government watermark (GM) from the stationery department and for what purpose they had used the stationery. These questions caused a fomentation to the point where a Point of Order was made.


On 17th March 2000, it was reported
in the Nationalist Party newspaper In-Nazzjon that Prime Minister Eddie Fenech Adami had brought this case up earlier that week. During these sittings the Labour Party was being accused of ordering and using this stationery to send these anonymous letters. The Auditor General conducted an investigation and the Labour Party was absolved of any connection to the ordering and use of the stationery

It must be made clear that unlike John Dalli and Mario Galea I did not have access or authority to order and use stationery from the House of Representatives.

John Dalli and Mario Galea being parliamentarians and members of the same political party must have had a very close relationship. In fact, during the legislature of 2008 – 2013, John Dalli was appointed Minister of Social Policy. Mario Galea was appointed Parliamentary Secretary for the Elderly and Community Care in John Dalli's Ministry.

The police officers in charge of the investigation were Michael Cassar (at the time he was assistant police commissioner and later appointed police commissioner 2014 – 2016) and Inspector Raymond Cremona.

Early (March 2000) in their investigations they had confirmed that the stationery used came from parliament. They had also confirmed that there were four different handwritings of which none of them were mine.

As assistant police commissioner, Michael Cassar knew about Mario Galea's car accident and that hundreds of the anonymous letters were found in his car. Despite this, the police failed to charge him with possession and distribution.

Instead, they continued pressing on with their criminal proceedings against me despite the fact that they had no evidence to connect me to the crime.

It is evident that former assistant police commissioner Michael Cassar and inspector Raymond Cremona colluded with John Dalli and others to frame me (Joseph Ellul Grech). In the process, during the criminal and constitutional proceedings, they committed perjury several times.

Disgraced corrupt former EU commissioner John Dalli framed me in revenge because I reported his involvement in the Daewoo scandal.

In Malta, anyone who whistle blows on political corruption is gagged one way or another. It is also fair to say that whistle-blowers have been permanently gagged by being murdered like Daphne Caruana Galizia and others.
